ISSUE #1: GROWTH . . . . . . . . . . . HOW DO WE PAY FOR IT?

IMPACT FEES

Please Note: The Alternative Revenue Task Force decided in June 2004 to recommend an Adequate Facilities Tax rather than an Impact Fee to the County Commission. Since the Impact Fee is no longer a viable option, the RNA supports the County Commission's resolution for an Adequate Facilities Tax in order to lessen the burden of growth on the property tax payers.

Not a new issue: Daily News Journal, May 13, 1988 Schools request equal 81 cent tax hike.

County Finance Director Randall Matlack said the school system is losing big money on new students from families which have moved into Rutherford County from other areas.

Two county commission committees had few ideas on how the school system can trim its budget proposal.

Along with increased budgets from other departments, the projected revenues needed means the property tax rate would have to go up $1.33 from the present (in '88) $2.20 tax rate.

"This year we anticipate having $300,000, as a conservative estimate, left in the county general fund. That is the minimum amount we need to operate on." Matlack said.

"If a family moves in here and buys a new, $100,000 home, it is about two years before that impact is felt in the tax revenues."

When the house is taxed, $397 of the $550 in property taxes will go to county schools. Assuming the family has a $45,000 annual income and spends part or all of that here, from $650 to $1,268 goes to the county schools in year - total."

"If a family has one or two students in the local schools, there is no way the tax money can pay their way", Matlack said."
